However, the latest draft law prepared for comments at the full-time session of National Assembly deputies (March 26-27) no longer has this content. Article 5 of the draft only states the mobilization and use of resources to ensure road traffic order and safety; ensure budget, facilities, modern means and equipment, conditions to ensure and improve the capacity to perform tasks of forces directly ensuring road traffic order and safety.

Regarding the proposal that the traffic police be allowed to deduct 30% of the money collected from license plate auctions after being paid into the central budget, Mr. Tung also commented that it is not in accordance with the Law on Management and Use of Public Assets. Vehicle license plates are public property, the proceeds from the auction must be paid into a temporary account at the state treasury; After deducting costs related to asset disposal, the remaining amount must be paid in full to the state budget.

In the report receiving explanations sent to the 31st session of the National Assembly Standing Committee, the National Defense and Security Committee also requested the Government to report to clarify the above proposals.

The draft Law on Road Traffic Order and Safety was first commented on by the National Assembly at the 6th session at the end of 2023. It is expected that the bill will be considered and approved at the mid-session of this year.
