The Xuan Mai - Hoa Binh water supply system uses Da River surface water with a capacity of 300,000 m3/day and night to provide clean water for Hoa Binh and Hanoi.

The groundbreaking ceremony for phase 1 was held on April 18, in Mong Hoa commune, Hoa Binh province. The project has a total investment of 5,130 billion VND for both Hoa Binh and Hanoi components. In particular, phase 1 of the plant will provide 150,000 m3 of water per day and night by 2026; By 2030, increase capacity to 300,000 m3/day and night.

The project contributes to providing clean water for Hoa Binh province including Hoa Binh city, Luong Son district; Hanoi City includes Thuong Tin and Phu Xuyen districts and complements the old inner city districts that are lacking water.

Raw water is taken from Da River in Trung Minh ward, Hoa Binh city, and brought to a treatment plant with an area of more than 45 hectares in Mong Hoa commune. After treatment, clean water will be transported through two pipelines, each 20 km long running along Highway 6 through Hoa Binh City and Luong Son district (Hoa Binh province) to Hanoi.

The water pipeline in Hanoi City is 55 km long, running along Highway 6 through Xuan Mai town, Chuong My district, Ha Dong district, Thanh Oai district and along provincial road 419 through My Duc and Ung Hoa districts. The project also has a 3.5 hectare booster pump station in Dong Phu commune, Chuong My district.

Xuan Mai Water Plant is one of 5 plants approved to supplement the Capital's water supply planning to 2030, with a vision to 2050, approved by the Government in 2021. The remaining four plants include Bac Thang Long, Ba Vi, Ha Nam and internal factories (Phuc Tho, Minh Quang, Minh Chau, Tien Thinh areas).

Xuan Mai is the third factory using Da River surface water to produce clean water to supply Hanoi City. Previously, two completed plants were the Da River surface water plant that exploited phase 1 with a capacity of 300,000 m3/day and night, and the Song Da - Ba Vi clean water plant with a capacity of 100,000 m3/day and night.

According to the Hanoi Department of Construction, the total design capacity of centralized water plants in the area reaches about 1.5 million m3/day and night, of which underground water is 770,000 m3 and surface water is 750,000 m3. Rural water supply network with design capacity of each station is 300-1,000 m3/day and night.

In the summer of 2023, some areas in Thanh Xuan, Nam Tu Liem, Thanh Oai, Hoai Duc will lose water, disrupting people's lives. The peak water consumption season in 2024 is forecast to face difficulties in water supply because since last year the city has not been able to add a new water supply source, while the urbanization process is taking place strongly.

The National Center for Hydro-Meteorological Forecasting predicts the possibility of El Nino ending in April-June, and La Nina starting in July-August. Therefore, the number of heat waves in 2024 may be more and more severe than the average of many years.
